When do you use Newton's Second Law for torque?

I'm not sure I can answer this in general-- but in rotational dynamics problems like some of today's examples, use $\sum \tau = I \alpha$ when you have a torque causing an angular acceleration. (In RWOS examples, you can often connect $\alpha$ to linear acceleration $a$.)
