Sorry, I didn't get to this! However it's in Section 3.2 of your text. The idea is that both mass and velocity of the rocket can change, but the momentum of the entire rocket plus fuel system remains constant. You can write a differential equation relating change in velocity to change in mass, and solve it to find velocity as a function of remaining mass.
